Board of Trustees Meeting

April 8, 2025

 

1.  Call to Order

Meeting was called to order by Mary Roush at 7:07 pm. Roll call was taken and present were Mary Jobe, vice president, Annie Fraizer, secretary, and board members Michelle Fidler, Paul Sipes, Julie Rhea, and Travis Dean. Nicole Meyers, fiscal officer, was present. Jennifer Gliebe, director, was present.

2.  Minutes

2.1 March 18, 2025

Time was provided to review minutes. Motioned to accept minutes by Mary J, seconded by Travis. All present voted in favor.

3.  Director's Report

Staff is working toward SRP. No LSTA grant funding for SRP. No GOO grant due to changes in federal funding and grants. (This information is updated in today's director's report.) The accessibility grant is privately funded so this is not affected by Federal funding. Jen has asked for high schoolers who need service hours to come to the library to help with plants and items purchased (rain barrel, worm compost, educational signage, educational programming for early literacy for SRP). Waiting for the pole barn to go in to finish ideas for gardens and placement of other items.

4.  Fiscal Officer's Report

4.1 Monthly Reconciliation

Time was provided to review. Motion made by Travis and seconded by Michelle to accept the report and pay the bills.

5.  Old Business

Mary made a motion to enter executive session to discuss property. All voted in favor of going into executive session starting at 7:15 pm. 

Mary made a motion to come out of executive session at 8:07 pm, Travis seconded. 

5.1 Pole Barn Update
5.2 Mead's Masonry

Motion made by Mary to pay Mead's Masonry $3033, seconded by Julie. All in favor voted yes.

5.3 Library Funding Updates

The state House finance committee heard from patrons, directors, others about library services and what they mean to them. PLF is funded at the state level at a certain percentage of the overall budget. Current funding rate is 1.7%. Governor Dewine wanted to increase this to 1.75%. Ohio Library Council is encouraging libraries to ask for 2.0%. The House wanted to make library funding a line item which is not a guaranteed percentage for library funding. Per the OLC, the new formula could force libraries to compete with each other for dollars. The sharing of resources could also go away in this new structure. The House is bringing back the original formula for funding for 2026-2027 with the expectation that the funding formula could change in the future. In the initial draft of the House Budget amendment regarding library funding, it appeared Morrow County will be getting more money than the original plan proposed - that is not necessarily the case as the current draft stands. Due to federal changes to the Institute of Museum and Library Services staffing, impacts could be felt here as the State Library and SEO consortium is partially funded by federal IMLS, along with LSTA grants.

Travis left the meeting due to a prior commitment at 8:25 pm.

6.  New Business

6.1 Cash Handling and Fraud Prevention Policy and Procedures

Proposed policy reviewed. Motion made by Julie and seconded by Mary J to accept the policy to be included in employee manual and policy and procedures. All voted in favor.

7. Consent Resolutions

7.1 Small Donations Taken at the Register

March ($31.15)

Julie made the motion to accept these small donations, Mary R seconded. All voted in favor.
