Board of Trustees Meeting

November 12, 2024

1.) Call to Order

Meeting was called to order by Mary Roush at 7:00 pm. Roll call was taken and present were Mary Jobe, vice president, Annie Fraizer, secretary, and board members Michelle Fidler, Paul Sipes, and Travis Dean. Julie Rhea was absent at roll call. Nicole Meyers, fiscal officer, was present. Jennifer Gliebe, director, was present.

2.) Minutes

Time given to review minutes. Paul motioned to accept minutes, Mary J seconded this motion. All present voted in favor.

3.) Director's Report

Time was provided for those present to review the Director's Report. Highlights discussed as follows:

OSU Extension Office is not doing wreath making at libraries this year, but staff member Christine did a burlap wreath making class that was popular instead.

34 patrons attended a Columbus Day event while students were off school. Christine is planning more events when Northmor is out of session for the day. Rhodebecks offered to do another local history program to possible include the local one room schoolhouses. Kim Harvey did a Blooming Grove history/Harding family presentation. The Morrow County Business alliance pairs students with business opportunities. Library staff did a set of exhibits with hands-on activiittes with county 9th graders.

4.) Fiscal Officer's Report

Nicole went over some highlights.

Motion made by Mary J to approve 2025 appropriations to a new amount of $551,300. Travis seconded.

5.) Old Business

Mead's Masonry quote was reviewed for basement and ramp repair. Need to build up top soil for sinking corner. They suggest pumping material into bricks that are flexible and waterproof to help support. Same for stairs. Ramp wasn't properly sealed when put in which is causing rusting on stairs from topsoil/dirt/debris under/behind it. Mead's wants to put steel plates in it and finish it off to last hopefully 25 years. Ramp estimate is $3600 and stairs are $2000.

Motion to approve Mead's estimates for up to $5600 by Mary J and seconded by Travis. Schwartz Construction estimate for Open Pavilion option #2. Motion made by Mary J to approve up to $50,000 for pole barn construction and Travis seconded.

6.) New Business

Motion made by Travis to change 2024 appropriations as follows:

Revise appropriations of line 100 up $10,000 for a total of the 2024 General Fund to $336,350.00. 

Revise appropriations of line 700 Capital Outlay up $15,000 to $73,730.

Total Budget Appropriations to $420,590.

$25,000 increase.

Mary J seconded these.

7.) Consent Resolutions

Mary J motioned to accept small donations of $51.50 taken at the register, Michelle seconded.
